Caps salaries for the State Superintendent of Education, Commissioner of Higher Education, and Executive Director of the Mississippi Community College Board at no more than 150% of the Governor's salary, whether paid directly or indirectly.

Prohibits salary supplementation from any source (federal or private funds) for these three positions, requiring salaries to be completely paid by the state.

Removes previous exemptions that allowed academic officials and higher education employees to exceed the 150% salary cap, making education leaders subject to the same limit as other state executives.

Makes conforming amendments to Mississippi Code sections 37-3-9, 37-101-7, and 37-4-3 to implement the salary cap for the three affected positions.

Effective date: July 1, 2018.
