Authorizes issuance of up to $2,000,000 in state general obligation bonds to assist Holmes County, Mississippi with road, street, and county building improvements.

Creates a special "2018 Holmes County Roads and Buildings Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Allows the State Bond Commission to determine bond terms including interest rates (not exceeding statutory limits), maturity (not exceeding 25 years), and sale method, with all bonds backed by the full faith and credit of Mississippi.

Requires the State Treasurer to certify necessary warrants to the Department of Finance and Administration to pay principal, interest, and accreted value of bonds when due from state funds if appropriations are insufficient.

Sets July 1, 2022 as the deadline for issuing bonds under this authorization and exempts bonds and their income from state taxation.
