Establishes minimum annual appropriation of $43,000,000 for community and junior college mid-level funding for fiscal years 2019, 2020, and 2021.

Requires 5% annual salary increase for all employees at community, junior colleges, and state institutions of higher learning for fiscal years 2019 and 2020.

Prohibits salary increases that would exceed the compensation of the president at the respective institution; president's salary serves as the maximum cap.

Requires adjustment of job classification end steps if necessary to allow employees to receive full 5% increases without exceeding maximum classification limits.

Legislature must appropriate necessary funds to fully cover all salary increase costs in fiscal years 2019-2020 and 2020-2021; effective July 1, 2018.
