Deletes the requirement to deposit $25,000,000 from the Education Enhancement Fund into the Working Cash-Stabilization Reserve Fund until that reserve reaches 7.5% of General Fund appropriations.

Remaining funds in the Education Enhancement Fund after distributions to K-12 schools, higher education, and community colleges shall be appropriated for other educational needs instead.

Maintains existing Education Enhancement Fund distributions: $16 million annually to school districts for facilities and infrastructure, percentages allocated to adequate education program costs, transportation, classroom supplies, higher education, and community colleges.

Does not modify the sources of Education Enhancement Fund revenue or the allocation percentages to various education programs and institutions.
