Requires the Commissioner of Public Safety to develop procedures to review motor vehicle incidents (citations/warnings issued or accident reports filed) to determine if drivers were cited for lacking minimum liability insurance coverage.

Authorizes the Department of Public Safety to independently determine, using the Mississippi Vehicle Insurance Verification System, whether vehicles lacked required minimum liability insurance at the time of an incident if the driver was not cited.

Imposes civil penalties of $300 for first violations, $400 for second violations, and $500 for third or subsequent violations, with driving privilege suspension until proof of minimum insurance coverage is obtained and penalties are paid.

Limits the Department's review of motor vehicle incidents to those occurring no more than six (6) months prior to the review.

Directs civil penalty revenues to the Uninsured Motorist Identification Fund, with $100 per penalty directed to municipal or county general funds if the citation would have been appealed in those courts.
