Establishes the Mississippi Rural Fire Truck Equipment and Apparatus Grant Program administered by the Mississippi Insurance Department to provide grants to rural fire departments for firefighting equipment and apparatus.

Requires rural fire departments to provide matching funds on a 50-50 basis with state grant funds, submit applications according to department procedures, and use grants exclusively for equipment and apparatus purchases.

Creates a special fund called the "Mississippi Rural Fire Truck Equipment and Apparatus Grant Program Fund" to receive appropriated funds and other sources; unexpended amounts do not lapse at fiscal year-end and interest earned is retained in the fund.

Imposes an additional quarterly fee of $5.00 on all registered sex offenders under Section 45-33-25, with collected funds deposited into the grant program fund.

Effective July 1, 2018.
