Changes certification fee schedule for installers, pumpers, professional evaluators, and manufacturers from annual payments to once every three (3) years, with fee amounts increased accordingly (installers/pumpers: $150, manufacturers: $300).

Extends the repealer date for the Mississippi Individual On-Site Wastewater Disposal Law from July 1, 2018, to July 1, 2023.

Clarifies language in Section 41-67-7 regarding private water supply location and protection requirements for individual on-site wastewater disposal systems to be considered acceptable.

Establishes a Wastewater Advisory Council composed of 21 appointed members representing various stakeholder groups including manufacturers, installers, environmental agencies, professional organizations, and industry associations to advise the department on on-site wastewater disposal systems.
