Prohibits state agencies and community/junior colleges from expending public funds to pay contract lobbyists, making such contracts void and unenforceable.

Subjects public employees who authorize contract lobbying expenditures to termination, but exempts employees directed by supervisors or governing boards to lobby as part of official duties.

Adds definitions to lobbying law including "state agency," "community or junior college," "public funds," and "contract lobbying" to clarify scope of restrictions.

Removes "legislative advocacy services" from contracts subject to Public Procurement Review Board oversight.

Effective July 1, 2018.
