Amends sections 19-9-11, 19-9-13, and 21-33-307 of Mississippi Code to mandate elections for issuing county and municipal bonds.

Requires county boards of supervisors to hold elections on bond issuance questions for any purposes enumerated in sections 19-9-1 and 19-9-3, removing the prior requirement that a 20% petition of qualified electors be filed to trigger an election.

Requires municipal governing authorities to hold elections on bond issuance questions for purposes enumerated in section 21-33-301, removing the prior requirement that a 10% petition of qualified electors be filed to trigger an election.

Maintains existing notice requirements: resolutions and election notices must be published once weekly for three consecutive weeks in county or municipal newspapers, with first publication at least 21 days before the specified date and last publication no more than 7 days before.

Takes effect July 1, 2018.
