Authorizes issuance of up to $500,000 in state general obligation bonds to furnish, equip, repair, and renovate the Freedom House in Canton, Mississippi.

Creates a special "2018 Freedom House Repair and Renovation Fund" within the State Treasury to receive bond proceeds and hold funds separately from the General Fund.

Grants the State Bond Commission authority to determine bond terms including interest rates (not exceeding statutory limits), maturity dates (up to 25 years), and sale method.

Pledges the full faith and credit of the State of Mississippi for bond repayment, with any shortfalls paid from the State Treasury.

Exempts bonds and their income from all state taxation and designates them as legal investments for financial institutions and fiduciaries.
