Increases annual salaries for state and district elected officials (except Governor) effective until January 1, 2020, including Attorney General from $108,960 to $175,000; Secretary of State, Insurance Commissioner, State Treasurer, State Auditor, and Agriculture Commissioner each from $90,000 to $150,000; and Transportation and Public Service Commissioners each from $78,000 to $110,000.

Increases Governor's salary from $122,160 to $200,000 effective January 1, 2020.

Brings forward Section 25-3-39 regarding state employee salary caps, which limits most executive branch officials to 150% of the Governor's salary and prohibits supplementation from non-state funds.

Maintains exemptions from salary caps for academic officials, state university employees, community college staff, licensed physicians, certain Department of Mental Health professionals, and certain Public Employees' Retirement System officials.

Takes effect July 1, 2018.
