Requires the State Board of Education to develop a differential accountability component to the performance-based accreditation system allowing different accountability principles for different school districts.

The differential model must provide alternative means to assess school and district performance beyond strict reliance on statewide assessment testing, including methods to assess students' workforce readiness and skills needed by local businesses.

Mandates the State Board of Education submit a written report on the differential accountability model to the Education Committees of the House and Senate before December 31, 2018.

Requires implementation of the new differential accountability model beginning with the 2019-2020 school year.
