Beginning July 1, 2018, the Mississippi Department of Transportation is exempt from State Personnel Board rules, regulations, and procedures for all personnel actions.

MDOT employees are reclassified as nonstate service employees, removing protections that typically require good cause and a hearing before dismissal or adverse employment actions.

The MDOT Executive Director must consult with the Office of the Attorney General before taking personnel actions to ensure compliance with applicable state and federal law.

MDOT must file annual reports to the Lieutenant Governor, Speaker, and legislative committees detailing salary increases, employee dismissals, and new hires with starting salaries.

The exemption takes effect July 1, 2018, and applies indefinitely unless subsequently modified by legislation.
