Prohibits construction, right-of-way acquisition, and related procedures for any state highways, state aid roads, and scenic routes where construction has not begun and right-of-way acquisition has not been initiated, effective upon passage.

Exempts highways that are part of designated economic development projects or interstate highways proposed by the federal government as determined by the Mississippi Department of Transportation.

Redirects funds previously designated for prohibited highway projects to maintenance and improvement of existing highways.

Applies prohibition to state highways designated under Section 65-3-3, scenic routes under Section 65-3-35, four-lane highway system segments under Section 65-3-97, and state aid roads under Sections 65-9-1 and 65-9-3.

Sunsets the act on June 30, 2020, after which the prohibition expires and prior law is restored.
