Creates uniform procedures for community college districts to sell or dispose of surplus real and personal property (equipment, vehicles, fixtures, furniture, firearms, and commodities).

Requires public sale with at least 10 days' notice posted at three public places in the district, with bids received by sealed envelope, electronic submission, or other competitive methods.

Allows private sales for personal property valued under $1,000 with unanimous approval of trustees, or public auction through State Department of Audit-approved auctioneers.

Permits disposal of property with zero fair market value (documented in minutes) without competitive bidding, provided no official or employee derives personal economic benefit.

Applies the same uniform procedures to all community college districts by amending existing sections 37-29-75 and 37-29-419, effective July 1, 2018.
