Amends House Rule 11A to authorize each House member to employ no more than two personal staff employees who serve at the member's will and pleasure.

Requires the Management Committee to authorize a specific annual amount to be expended by each member for compensation of personal staff at the beginning of each state fiscal year.

Maintains existing Management Committee structure and duties, including oversight of House operations, committee staffing, space assignments, and the House Legislative Services Office.

Specifies that personal staff positions are distinct from committee staff and other House employees, with compensation funded through the House of Representatives Contingent Fund.
