Authorizes municipalities to enter into interlocal agreements with rural water associations to terminate water service for customers delinquent 30 days or more on municipal sewer charges.

Requires agreements to include municipality notification to the association of delinquent customers, association termination of water service upon notification, and service restoration once delinquency is satisfied.

Requires municipalities to indemnify and hold harmless rural water associations from all claims and damages resulting from disconnection actions taken under the interlocal agreement.

Amends Section 21-27-23 of the Mississippi Code to add authority for municipalities to enter into such interlocal agreements as an authorized municipal utility power.

Effective upon passage.
