Prohibits health insurers and pharmacy benefits managers from requiring contract provisions that penalize pharmacists or pharmacies for disclosing prescription drug costs or information about more affordable alternative medications to customers.

Defines penalties to include prohibitions on disclosure or disadvantages such as increased utilization review, reduced payments, or other financial disincentives against pharmacists who share cost information.

Requires that customer point-of-sale payments for covered prescriptions cannot exceed the lesser of: the copayment amount, the allowable claim amount, or the cash price without insurance.

Designates contract provisions violating these requirements as void, unenforceable, and unfair trade practices, while preserving the validity of other contract provisions.

Grants the Mississippi Commissioner of Insurance enforcement authority and discretion to audit pharmacy service contracts to verify compliance with the act, effective July 1, 2018.
