Grants waivers of accountability and state assessment requirements to school districts with 25% or more English language learners, as defined by federal law, effective beginning with the 2018-2019 school year.

Waives accountability requirements for English language learners in grades 9-12 only when determining district accreditation levels on the performance and accountability rating model.

Requires school districts with 25% or more English language learners to be held harmless when calculating graduation rates, dropout rates, and completion rates for cohort classes in grades 9-12 by discounting English language learners for four years.

Conforming changes made to multiple sections of Mississippi Code relating to accreditation, accountability, and assessment requirements to exclude affected school districts from certain reporting and compliance provisions.
