Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to the existing components of health education, health services, physical education and fitness, and healthful school environment.

Requires local school boards to adopt and implement plans for incorporating the Comprehensive School Health Education Program into their local school curricula.

Requires public school nurses to provide instruction in all components of the Comprehensive School Health Education Program as part of their health education responsibilities.

Directs the Office of Healthy Schools of the State Department of Education to submit recommendations to the State Board of Education for adoption of any necessary rules and regulations relating to the program.

Takes effect July 1, 2018.
