Requires all-terrain vehicle (ATV) owners who are Mississippi residents to register their vehicles with the sheriff's department of their county beginning July 1, 2018.

Registration forms must include owner information, vehicle details (make, model, serial number), purchase information, and location where vehicle is kept, with copies retained by sheriff and forwarded to Department of Public Safety within 30 days.

Department of Public Safety shall establish and maintain a statewide ATV registration network to provide immediate response to sheriffs' departments and law enforcement agencies regarding ATV-related reports or complaints.

Establishes a one-time $10 registration fee with $6 forwarded to Department of Public Safety for network operation and $4 retained by sheriff's county for general fund deposit.

Authorizes Department of Public Safety to design and distribute registration decals containing identifying numbers or information visible from a reasonable distance.
