Amends Section 37-17-6 to establish procedures for administering school districts placed under conservatorship/transformation status for failing to meet academic standards.

In Leflore County, a failing school district under transformation shall be administered by an interim superintendent appointed by the deputy superintendent of the Mississippi Recovery School District, with powers to manage day-to-day operations and personnel decisions.

Creates a temporary board of trustees for the Leflore County district consisting of five members: two appointed by county board of supervisors, one appointed by the mayor and board of aldermen of the incorporated area with a historically Black public institution of higher learning, and two elected county at-large members.

Prohibits former board members from the time of placement in conservatorship status from serving on the temporary board; newly elected trustees take office immediately and serve until the district exits transformation status.

Repeals Section 37-7-104.6 regarding administrative consolidation of Leflore County and Greenwood Municipal Separate School Districts into a countywide district; effective July 1, 2018.
