Mandates hiring of school resource officers and school counselors in failing districts.

Requires implementation of home economics, social usage, business, and finance classes, including mandatory entrepreneurship competitions and spelling/math/science bees in every class.

Mandates daily homework assignments for all students kindergarten through Grade 12, with minimum five vocabulary words per class per week requiring spelling, definition, and sentence usage.

Authorizes distance learning in mathematics, science, home economics, social usage, and business/entrepreneurship if qualified teachers are unavailable.
