Requires the State Department of Education to establish the "A Better Chance" (ABC) Program to provide prekindergarten instruction statewide via the Internet beginning in the 2018-2019 school year.

ABC Program must include daily age-appropriate instruction and activities with downloadable educational materials based on state early learning standards, in addition to the existing voluntary pre-K program.

Requires daily real-time instruction delivered by a licensed prekindergarten teacher via the Internet, scheduled at no less than three different times each school day, with recorded sessions available for replay.

Directs the Department of Education to develop a method to track the number of children regularly participating in the program and assess their progress.

Requires the Department to submit a report to the House and Senate Education Committees on the program's success before January 1, 2020.
