Requires merchants, dealers, and pawnbrokers selling pistol or rifle cartridges to maintain records including cartridge description and caliber, purchaser name and address, purchaser driver's license or social security number, quantity sold, and date of sale.

Makes these sales records open to public inspection at any time.

Establishes a penalty of $100 to $1,000 fine for dealers who violate the record-keeping requirement.

Amends Section 97-37-13 to add "ammunition" to the list of items prohibited from sale to minors under 18 years old and intoxicated persons.

Takes effect July 1, 2018.
