Requires election officials to inform voters whose ballots are rejected due to voting in the wrong precinct of the location of their correct voting precinct.

Expands reasons for casting affidavit ballots to include voters unfamiliar with election day voting requirements and registered voters who failed to transfer their registration.

Requires affidavit ballot envelopes to include voter's complete name, current and previous addresses, contact telephone numbers, a statement of belief in registration status, and signatures of both the voter and poll manager.

Mandates that officials process affidavit ballots through the Statewide Elections Management System and categorize them by reason, with counts of ballots counted and rejected recorded in the system.

Takes effect July 1, 2018.
