Requires all state agencies, departments, institutions, and political subdivisions providing programs or services to children to create an annual itemized list detailing those programs and services.

Each itemized list must include program descriptions (categorized by program, target population, and region), a resource map of federal and state funding, costs, number of children served, and performance measures with intended and actual outcomes.

Agencies must submit their itemized lists to the John C. Stennis Institute of Government at Mississippi State University no later than September 1 each year.

The Stennis Institute shall compile all submitted information into a single document organized by both program type and providing agency, and distribute it to chairs and vice chairs of the Appropriations, Education, and Public Health/Human Services committees in both the House and Senate by December 1 each year.

Effective July 1, 2018.
