Creates the "Mississippi Comprehensive Teen Pregnancy Prevention Act" to develop programs promoting teen pregnancy prevention and education on consequences of unprotected, uninformed, and underage sexual activity.

Requires the Department of Human Services to develop programs addressing family communication about pregnancy prevention, community education, encouraging youth to postpone sexual activity, and providing medically accurate information about contraceptives and barrier methods.

Requires the State Department of Health to develop programs including counseling to prevent unintended pregnancy and sexually transmitted infections among teens, social support services, and health education services, with school nurses implementing these programs.

Amends Section 41-79-5 to add functions of State Department of Health strategies to school nurse responsibilities and prohibits school nurses from providing abortion counseling or referrals.

Takes effect July 1, 2018.
