Requires all publicly owned fire trucks with fire apparatus (except volunteer departments) to use blue colored electric lights on the rear, not exceeding 50% of visual lights, with retrofitting permitted.

Makes it unlawful for anyone other than authorized fire truck operators or law enforcement to use blue lights, and increases penalties to up to $500 fine and up to 6 months jail time for violations.

Defines eligible fire trucks as pumper apparatus, initial attack apparatus, mobile water supply apparatus, and aerial ladder/elevating platform apparatus meeting National Fire Protection Association standards.

Expands the Rural Fire Truck Acquisition Assistance Program to allow counties to apply for up to 12 fire trucks (increased from 11) and permits up to $25,000 per county for firefighting equipment and personal protective equipment.

Increases maximum state assistance per county from $650,000 to $720,000 under the Rural Fire Truck Acquisition Assistance Program.
