Requires all state, state district, and local elected officials to take annual drug tests beginning October 1, 2018, with results kept private.

Officials who refuse to take a drug test lose compensation for 90 days (first refusal) or one year (second refusal within one year).

Officials testing positive must enter an approved substance use disorder treatment plan within 90 days and complete at least 60 days of treatment plus a negative follow-up test to continue receiving compensation.

Officials who decline treatment, fail to complete treatment requirements, or test positive a third time lose compensation permanently and become ineligible for future pay.

Brings forward existing sections of Mississippi Code governing compensation for state legislators, county officials, judges, and other elected positions for purposes of implementing drug testing requirements.
