Authorizes Mississippi residents to purchase distinctive license tags showing support for the former Sam M. Brinkley High School in Jackson, designed in consultation with the Brinkley High School Alumni Association.

Imposes an additional $30.00 annual fee for distinctive tags, with $2.00 retained by the county tax collector for the county general fund.

Distributes the remaining $28.00 from each tag fee as follows: $24.00 to the Brinkley High School Alumni Association, $1.00 to the Mississippi Burn Care Fund, $2.00 to the State Highway Fund, and $1.00 to a special fund created in Section 27-19-44.2.

Requires surrender of regular license tags upon issuance of distinctive tags and allows up to two license decals per distinctive tag valid through the vehicle's license tag year.

Sets a replacement fee of $10.00 for lost or stolen distinctive tags, with 5% retained by the tax collector and the remainder distributed according to the standard fee distribution formula; effective July 1, 2018.
