Increases the number of special motor vehicle license plates bearing the International Symbol of Access that may be issued from two (2) to three (3) vehicles registered in an applicant's name for persons with disabilities limiting walking ability or vehicle owners with disabled children, parents, or spouses living with them.

Increases the number of special decals for disabled American veterans from two (2) to three (3) vehicles that display a disabled veteran plate or tag under Section 27-19-53.

Maintains existing requirements for physician certification that the disability limits walking ability and will persist for at least five (5) years, with no additional fees beyond standard vehicle registration costs.

Retains all existing provisions regarding windshield placards, temporary placards, parking enforcement, and penalties for unlawful use or fraudulent applications.

Takes effect July 1, 2018.
