Requires all public schools to administer the ACT Aspire Summative Assessment to eighth grade students beginning in the 2018-2019 school year.

Requires all public schools to administer either the PreACT or PSAT to tenth grade students beginning in the 2018-2019 school year.

Mandates schools incorporate assessment results into college and career planning for each student by the 2020-2021 school year to improve course selection and academic achievement.

Authorizes funding for assessments through State Department of Education at-risk funding and requires the department to collect and maintain data on college readiness, instruction improvement, school plans, and remediation rates.

Requires annual reporting to the House and Senate Education Committees beginning October 1, 2022, on the program's implementation and effectiveness.
