Requires the Department of Corrections to establish a flat rate with its telephone service provider for inmate collect calls (both local and long distance) comparable to standard residential phone service rates, effective July 1, 2018.

Amends Section 47-5-158 of the Mississippi Code of 1972 regarding the Inmate Welfare Fund, which receives revenues from inmate telephone call commissions, canteen operations, and other sources.

Maintains existing allocation of inmate telephone call commissions: 25% for telecommunications equipment, 35% to the Prison Agricultural Enterprise Fund, and 40% to the Inmate Welfare Fund.

Makes minor technical corrections to existing code language, changing "money" to "monies" and "Chairman" to "Chair" for current terminology.
