Amends Mississippi Code Section 37-103-25 to allow nonresident students to pay in-state tuition rates if they are children of Mississippi emergency service personnel or first responders employed by a political subdivision who were killed in the line of duty.

Applies the tuition waiver to children of state-employed emergency service personnel and first responders killed in the line of duty, making them eligible for in-state tuition at state-supported institutions of higher learning and community colleges.

Removes previous hurricane-related tuition waiver language for evacuees of Hurricane Katrina and Hurricane Rita that was limited to the 2005-2006 school year.

Takes effect July 1, 2018.
