Boards of supervisors may require persons opening garbage or rubbish collection accounts to provide a valid social security card, driver's license, or state identification number, effective July 1, 2018.

The Commissioner of Public Safety shall not issue or renew a driver's license for any person delinquent on garbage fees unless those fees are paid.

Boards of supervisors may report unpaid delinquent garbage fees to consumer credit reporting agencies after providing notice and opportunity for a hearing.

Motor vehicle license tag renewal may be withheld for persons delinquent on garbage fees, and the tax collector must coordinate with county garbage billing officials to identify and flag delinquent accounts.

Delinquent garbage fees remain a lien on real property with monthly penalty charges up to $1.00 or 10 percent per month, whichever is greater.
