Requires all recipients of Medicaid, Children's Health Insurance Program (CHIP), and State and School Employees Health Insurance Plan to undergo annual testing and screening for illegal drug use, alcohol abuse, Hepatitis B and C, tuberculosis, and sexually transmitted diseases.

Mandates that the cost of required testing and screening be covered as a benefit under each respective program or plan.

Authorizes the State and School Employees Health Insurance Management Board and the Executive Director of the Division of Medicaid to adopt rules and regulations necessary to implement these screening requirements.

Amends Section 25-15-9 to include coverage for testing and screening services as part of the State and School Employees Health Insurance Plan benefits.

Extends the repeal date of Section 43-13-117 from July 1, 2018 to July 1, 2021, and adds testing and screening services as a covered Medicaid benefit.
