Amends Section 67-1-101, Mississippi Code of 1972, to add the City of Meridian to the list of municipalities authorized to establish leisure and recreation districts under the local option alcoholic beverage control law.

Defines "leisure and recreation district" as an area officially designated by ordinance or resolution of a municipality or county as a leisure and recreation district for purposes of alcoholic beverage sales.

Requires municipalities and counties establishing leisure and recreation districts to provide the Department of Revenue with detailed descriptions, georeferenced maps, documentation of law enforcement and public safety provisions, and lists of permit holders operating within the district.

Establishes specific geographic boundaries and limitations for leisure and recreation districts in Jackson, Senatobia, Madison County, Lee County, and Rankin County, including detailed property descriptions and acreage limits.

Takes effect July 1, 2018.
