Amends Section 99-35-103 of Mississippi Code to add a new subsection (d) allowing the state to appeal adverse rulings in criminal cases before trial or plea of guilty.

Applies only to crimes of violence as defined in Section 97-3-2 when the trial court's ruling would prevent prosecution from introducing evidence relevant to prove an element of the offense.

Interlocutory appeals must be filed in compliance with Rule 5 of the Rules of Appellate Procedure.

Grants two procedural benefits: (i) stays prosecution of the offense during appeal, and (ii) tolls the statute of limitations under Section 99-17-1 while appeal is pending.
