Establishes a new procedure for retiring certificate of title to manufactured or mobile homes by requiring owners to record an affidavit of affixation with the chancery clerk containing specified information about the home, real property, and utility connections.

Requires owners or lienholders to file an application with the Department of Revenue after recording the affidavit of affixation, including a copy of the deed, certified affidavit, and either the certificate of title or manufacturer's certificate of origin.

Creates procedures for severing manufactured homes from real property through an affidavit of severance and for documenting destruction or uninhabitability through an affidavit of destruction, both recorded with the chancery clerk.

Amends taxation provisions to classify manufactured homes with retired titles as real property for ad valorem tax purposes and exempts owners of homes with retired titles from registration requirements with tax collectors.

Applies to sales or transfers occurring on or after July 1, 2018, or to owners who voluntarily elect to retire title under this procedure.
