Authorizes the Department of Finance and Administration to lease up to 7 acres of state-owned property in Jackson, Hinds County to a nonprofit entity for creating a pediatric skilled nursing, palliative care and respite facility for the severely disabled.

Initial lease term not to exceed 40 years with one optional 10-year renewal period at the discretion of the Department of Finance and Administration.

Facility must include approximately 30,000 square feet of patient care space, 30 patient care beds, surface parking, and landscaping with green space buffers.

Department of Finance and Administration must review and approve all development plans to ensure compatibility with adjacent state property use, proper utility infrastructure, no conflicts with future state development, and adequate landscape buffers with private property.

Upon lease termination, all property and improvements revert to the State of Mississippi; state retains all mineral rights and all lease proceeds go to the state land acquisition fund.
