Requires motor vehicle operators to move from the left lane when another vehicle is overtaking from the rear, unless specific exceptions apply (traffic congestion, inclement weather, compliance with traffic laws, exiting/turning left, toll payment, emergency vehicles, or highway maintenance).

Directs law enforcement to determine if an overtaking vehicle is speeding and issue a ticket to the speeding vehicle operator first before citing the left-lane driver.

Requires drivers traveling at slow speeds on two-lane or three-lane roads to pull to the right and yield at the earliest opportunity if they are blocking three or more vehicles from passing.

Effective date of July 1, 2018.
