Authorizes Mississippi Highway Safety Patrol officers to engage in nongovernmental secondary employment that does not conflict with primary duties or discredit the agency.

Prohibits officers from secondary employment involving conflicts of interest, interference with primary duties, use of police authority, debt collection, repossession, bail bonding, private investigation, or adult entertainment.

Prohibits secondary employment at establishments primarily selling alcoholic beverages for on-site consumption, and bars officers from testifying against other law enforcement agencies in any employment capacity.

Requires employers hiring off-duty officers to submit an Off-Duty Police Services Information form to the relevant troop commander detailing business type, duties, dates, firearm use, and record availability.

Allows the Commissioner to prohibit officers from secondary employment upon discovery of conflicts of interest or interference with primary duties; establishes department reporting requirements and regulations without requiring prior commissioner approval for employment.
