Dissolves the Pearl River Basin Development District effective July 1, 2018, and repeals Sections 51-11-1 through 51-11-87 of the Mississippi Code.

Transfers all district authority and assets to the Department of Finance and Administration, which becomes the agent-in-fact for completing the district's dissolution and fulfilling outstanding obligations.

Authorizes transfer of district real property (including water parks) to counties or municipalities that accept responsibility for operating and maintaining the facilities; allows Secretary of State to sell surplus property if no local entity accepts transfer.

Continues the Lower Pearl River Restoration Project under existing agreements, with obligations potentially assumed by the Department of Environmental Quality or other designated state entity, funded by the Lower Pearl River Restoration Trust Fund.

Requires the State Auditor to conduct a final close-out audit of the district's accounts, with audit costs defrayed from former district funds now controlled by the Department of Finance and Administration.
