Authorizes the State Bond Commission to issue up to $2,000,000 in general obligation bonds to fund construction, repair, renovation, and improvements to the Jackson Zoo in Jackson, Mississippi.

Creates a special "2018 Jackson Zoo Improvements Fund" within the State Treasury to receive and disburse bond proceeds for eligible Jackson Zoo projects.

Bonds may be issued at any time up to July 1, 2022, with a maximum maturity of 25 years and interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payments, with any deficiency covered by the State Treasurer from unappropriated state funds.

Authorizes the State Bond Commission to handle all aspects of bond issuance including determining sale method, advertising, accepting bids, and transferring proceeds to the special fund for Jackson Zoo improvements.
