Revises legislative findings to recognize breast-feeding benefits for infants, mothers, families, businesses, communities, and the state, including estimated health care savings of $36-130 million annually for Mississippi.

Requires all maternal health care facilities to adopt written infant feeding policies supporting breast-feeding and post "Breast-feeding in Mississippi: Guidelines" in public areas with specific statements about benefits and legal rights.

Mandates employers provide reasonable paid or unpaid break time and a private space (with electrical outlet) for employees to express breast milk, with protections against discrimination.

Establishes misdemeanor penalties ($25-$250) for any person or entity that violates a mother's right to breast-feed in any location where she is otherwise authorized to be.

Directs the State Department of Health to provide breast-feeding educational videos to other state agencies serving women of child-bearing age and requires child care facilities to provide sanitary breast-feeding spaces and display breast-feeding promotion information.
