Authorizes issuance of up to $2,000,000 in state general obligation bonds for repair and renovation of Rose E. McCoy Auditorium at Jackson State University.

Creates a special fund designated "2018 Jackson State University Rose E. McCoy Auditorium Repair and Renovation Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Requires State Bond Commission to act as issuing agent with authority to prescribe bond terms, advertise for bids, negotiate sales, and manage bond issuance; all bonds must be issued by July 1, 2022.

Pledges full faith and credit of the State of Mississippi to guarantee bond repayment; bonds are general obligations with interest rates not to exceed limits in Mississippi Code Section 75-17-101 and maturity not exceeding 25 years.

Provides that bonds and income are exempt from Mississippi state taxation and any remaining fund amounts after project completion shall be applied to bond debt service.
