Prohibits changes to voting precinct boundaries from October 1 of years ending in 8 through December 31 of years ending in 0, allowing the legislature to complete redistricting for House and Senate districts without precinct boundary interference.

Allows creation or modification of sub-precinct boundaries during the restricted timeframe, even when full precinct boundary changes are prohibited.

Requires precinct boundary changes to be reported to the Secretary of State with legal descriptions and maps, and mandates only state-certified officials implement changes in the Statewide Elections Management System.

Adds technical language to several election code sections (23-15-281, 23-15-285, and 19-3-1) to reference sub-precincts and conform to the new precinct boundary restriction provisions.

Brings forward existing municipal government and voter registration statutes (21-8-7, 21-9-15, 23-15-39) for possible future amendment without modification.
