Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist the City of Jackson with acquiring, removing, and demolishing dilapidated and blighted properties near state grounds and within or near the Farish Street Historic District.

Creates the "2018 City of Jackson Dilapidated and Blighted Properties Improvements Fund" within the State Treasury to hold and disburse bond proceeds for eligible property acquisition and demolition costs.

Grants the State Bond Commission authority to issue bonds with maturity dates up to 25 years, determine interest rates, prescribe terms, and manage the sale of bonds with no bonds to be issued after July 1, 2022.

Pledges the full faith and credit of the State of Mississippi to bond repayment, with any insufficient appropriations covered by the State Treasurer from unappropriated funds.

Makes bonds exempt from state taxation and authorizes use of remaining fund balances to pay debt service on the bonds after projects are completed or abandoned.
