Establishes the "Halfway House Grant Program Fund" in the State Treasury to provide grants to nonprofit organizations supporting incarcerated individuals nearing sentence completion.

Requires funded organizations to secure facilities, hire certified staff (counselors, educators, clergy), and enroll eligible offenders in intensive rehabilitation programs lasting 6-18 months with behavioral and faith-based components.

Mandates organizations coordinate with local employers to hire and train individuals with criminal backgrounds and provide transportation to and from worksites.

Requires acquisition of agricultural land for offender work programs to grow and sell produce, and implementation of mandatory financial literacy and money management training.

Designates the Department of Corrections as the fund administrator with authority to establish regulations, accept grants and donations, and distribute funds to qualifying nonprofits; effective July 1, 2018.
